The City’s current Land Development Code may not adequately implement Bangor’s goals for the future as established in recent plans and policies. In addition, many of the City’s current zoning regulations may not relate to the built environment, creating nonconformities (things that don’t meet the Code), or limiting what may be desired forms of development within the City. An updated Land Development Code can help to address these issues, removing unnecessary regulatory hurdles or roadblocks, and providing opportunities for the City to move toward desired patterns of development. Further, new regulations can help to direct investment to targeted areas, protect key City resources, and create new opportunities for economic development.

With the City's recently adopted 2022 Comprehensive Plan setting a clear vision for future growth and development in Bangor, the time is right to ensure that the Land Development Code aligns with and helps to implement the policies of the Plan.

Bangor’s Comprehensive Plan establishes a long-term vision for the future of the City, and identifies a number of policies that can help to move the City toward that vision. The Plan provides both mapped and written policy about how land should be managed and how development should occur into the future. An update to Bangor’s Land Development Code is a major step toward achieving the City’s vision for the future.
